The main definitions of the concept of “information warfare”, methods and components of information warfare and its impact on people and society are analyzed. Various aspects of information warfare as one of the intellectual types of confrontation are considered. The forms, methods and components of information warfare, their impact on the consciousness and behavior of people and society are studied. The author draws attention to the impact of information warfare on political consciousness and the importance of taking this impact into account in the development and implementation of national security policy. It is concluded that the development of a national policy in the field of information security requires, first of all, a sober assessment of the current state, features and prospects of development of information weapons and means of their use. Such an assessment is a basic prerequisite for developing the foreign and domestic policy of the State, the military and military-technical components of which could prevent threats and reliably ensure the security of the country. At the same time, it is important to understand that the threat of information warfare and information crime in a broader context is a factor of hidden military and political pressure and intimidation, a factor that can disrupt global and regional stability and security. That is why the threats of using information weapons should be monitored on a broad scale and the effectiveness of countermeasures should be continuously assessed. Solving the problem of information threats to the country will help to protect the interests of society and the State, and will guarantee the right of citizens to receive quality and objective information.</p> O.M. It is emphasized that from the position of constructivism, identity can be formed in the process of implementing the identity policy. Attention is drawn to the influence of nationalism on the identity policy, and on the basis of M. Billig’s concept, the importance of the so-called “banal nationalism” for ensuring the process of everyday reproduction of the national state is revealed. It is substantiated that the leading subject of the identity policy should be the state, which determines the main principles of the formation of national and civic identity taking into account contextual conditions and challenges, and local selfgovernment bodies and civil society institutions should be involved in its implementation. The results of opinion polls are analyzed, which indicate a fairly high level of national and civic self-identification of Ukrainians and a positive dynamics of changes. A number of regulatory legal acts adopted in Ukraine in 2023 and 2024, which govern the implementation of a policy on the formation of national and civic identity, are analyzed. The main directions of the identity policy are outlined, including the implementation of a unified state outreach and awareness-raising policy and increasing the level of media literacy of the population, which gains particular importance in the conditions of the Russian-Ukrainian war; popularization of the history of Ukraine and creation of educational projects; training of specialists in the field of strengthening Ukrainian national and civic identity, etc. The policy of strengthening national and civic identity is considered in the context of the formation of regional and local identities and the need for consolidated actions of subjects at the state, regional and local levels in implementing the identity policy in accordance with the principles defined by the state is emphasized.</p> N.V. This study focuses on how open data can be used to increase efficiency, transparency, and accountability of political institutions and processes. By exploring various case studies and theoretical frameworks, this study provides a comprehensive analysis of the current landscape of open data use in public policy in Ukraine. The methodology used in this study includes a detailed review of the existing literature, combined with an empirical analysis of case studies where open data has been successfully integrated into policy-making processes. This approach allows for a detailed understanding of the benefits and challenges associated with open-data initiatives. The results show that open data can significantly contribute to more informed decision making, promote greater citizen engagement, and improve the overall efficiency of public services. One of the key findings of this study was the role of open data in promoting transparency and accountability. By making data available to the public, executive authorities and local governments can build trust in political institutions, and encourage researchbased governance. The study also emphasizes the importance of establishing a robust data governance framework to ensure data quality and security, which are crucial for the successful implementation of open data policies. In addition, the study discusses the implications of open data for public policy, emphasizing the need to build capacity and develop technical infrastructure to support data-driven decision making. The study also emphasizes the potential of using open data in public policy, suggesting the creation of longitudinal datasets for research. The authors study the history of the emergence and development of the concept of public diplomacy in the scientific discourse, identify the stages of evolution of public diplomacy practice in the modern sense. Since public diplomacy differs significantly from traditional diplomacy, the research focus is on clarifying the essence and role of the institution of public diplomacy in the development of strategic communications of the state. The purpose of the research is to clarify the specifics, functionality and potential of public diplomacy as an important tool for international cooperation and strategic communications of the state. This emphasises the substantive feature of the “new public diplomacy”, which is conventionally started after the events of 11 September 2001. Special attention is also paid to the issues of formation and development of public diplomacy in independent Ukraine, strengthening of Ukraine’s foreign policy positions and promotion of its positive image through public diplomacy. It is emphasised that the actualisation of Ukrainian public diplomacy and the intensification of the use of its resources have been gaining momentum since the beginning of the Russian Federation’s war of aggression against Ukraine, which has given our country the strength to withstand and resist the aggressor for the third year in a row. As other conflicts are unfolding in the world at the same time, and attention is being diverted to helping other countries, it is important to maintain the focus on Ukraine and attract even more resources. The influence of public diplomacy on the formation of Ukraine’s foreign policy image is traced. An overview of the tools of public diplomacy of the top military and political leadership, territorial communities, and local governments in positioning Ukraine as a leading state, a fighter for freedom and democracy is provided. The article identifies the peculiarities of Ukrainian public diplomacy during martial law and the prospects for its development in the post-war period. The normative component of Ukraine’s public diplomacy is analysed through documents (Public Diplomacy Strategy of the Ministry of Foreign Affairs of Ukraine 2021–2025, Concept of Ukraine’s Popularisation in the World and Promotion of Interests in the World Information Space (2016)), which clearly define the directions and goals of Ukrainian public diplomacy, ways to solve the problems of lack of objective and up-todate information about Ukraine. As a result, it is proved that public diplomacy at the level of horizontal communications plays a significant role in shaping the positive image of our country, promoting its national brand and protecting national interests.</p> N.V. The organization of the campaign to withdraw the UK from the European Union, which became one of the most influential and resonant political campaigns in modern European history, is investigated. The marketing component of the campaign in directing and convincing British voters of the need to leave the EU and essentially change the foreign policy course is also analyzed. It was noted that during the political campaign, British society split into supporters and opponents of separation from the EU, which contributed to the formation of two directions – for Brexit and against it. Among the marketing aspects of the Brexit campaign, the following can be distinguished: audience segmentation and the isolation of its supporters by each side, the use of emotional appeals and arguments (national sovereignty and immigration control), manipulation of numbers, significant support from some leading British media, the use of social networks such as Facebook and Twitter, Big Data and targeted advertising to precisely reach individual audiences with personalized messages, simplified or false data and fake advertising messages, websites, printed matter and mobile apps are designed to increase audience engagement. It was also found that the marketing campaign to promote the idea of leaving the European Union was successful, achieved its goal, but used technologies with a high level of manipulative pressure, violation of the confidentiality of private information and for the first time in Europe, targeted advertising in this format was tested, demonstrating threats to the democratic nature of political processes. But at the technological level, the marketing component proves the effectiveness of using political marketing technologies in various political campaigns.</p> Yu.H. In particular, it is analyzed how e-government, social networks and other tools change the interaction of citizens with the authorities, increase the transparency of political processes and contribute to the development of democracy. The paper examines key tools such as blockchain, big data, artificial intelligence, and e-voting platforms that influence decision-making, increase transparency, and engage citizens in political processes. Examples of successful use of digital tools in different countries to achieve a more inclusive and interactive political process are analyzed. In particular, the experience of using the Digital India government program, the use of digital technologies in the political and public administration of the USA, Great Britain, Taiwan, China, and others. Ukraine’s achievements in the field of digital public administration, such as the “DIA” platform and the “State in a smartphone” concept, are highlighted. The use of chatbots for the purpose of ensuring communication between the authorities and citizens, information support for the interaction of local self-government bodies was also analyzed. It is noted that digital technologies expand opportunities for active participation of the population, reducing corruption risks and increasing the efficiency of state institutions. Both positive and negative impacts of digitization are outlined, including manipulation risks, cyber security issues, etc. The impact of new technologies on democratic structures and processes is analyzed, which led to the adoption of the new term “electronic democracy” (e-democracy). The author concludes that the integration of digital technologies creates a new dimension of democracy, but at the same time requires comprehensive support from the state and society to ensure their safe and effective implementation.</p> A.O. The first part of the work examines the main concepts of monitoring, determines its essence and significance in the conditions of rapid socio-economic transformations. The authors emphasize the difference between monitoring, evaluation and analysis, which allows to clearly delineate the boundaries of these concepts and emphasize their interdependence in the process of making informed decisions. The second part of the article is devoted to methodological approaches to monitoring. Quantitative and qualitative methods that can be used for data collection and analysis are outlined. The application of mixed methods is considered, which allows to obtain a more complex picture of the social and political situation. In addition, the article describes the stages of the monitoring process, including planning, data collection, analysis and interpretation. Special attention is paid to the definition of indicators of monitoring effectiveness, which is critically important for evaluating the results. The challenges and prospects facing the study of monitoring social and political processes are analyzed. Issues of time management, ethical aspects and the role of technology in improving monitoring methods are discussed. We also note that the authors emphasize the importance of integrating the latest technologies, such as big data and artificial intelligence, to increase the accuracy and speed of analysis. The article also highlights challenges related to access to information and reliability of data sources. In this context, special attention is paid to ethical issues related to the collection and use of data about citizens. In general, the article provides valuable recommendations for further research in this area, offering directions for improving the theoretical and practical aspects of monitoring socio-political processes.</p> T.I. The paper examines the conceptual and categorical apparatus that allows us to analyze how the rapid development of global media and digital platforms affects the formation of new political practices. In particular, traditional ideas about political participation, communication between citizens and the government, as well as national identities are changing. Media globalization promotes intensive exchange of information at the international level, allowing citizens of different countries to quickly navigate global political trends and adapt their views to new ideas and standards. At the same time, the development of digital technologies, in particular social networks and online platforms, creates new opportunities for political participation, allowing citizens to be active participants in the political process without territorial limitations. The authors also draw attention to changes in political culture caused by the development of digital media. This includes the emergence of new forms of political activism, such as online actions, petitions, virtual protests and other forms of citizen mobilization, which allow to effectively influence political decisions and participate in the political process without the need to be physically present at rallies or meetings. These processes significantly change political realities, allowing citizens to actively intervene in political issues at the global and local levels. The article also emphasizes the need to adapt political institutions to new conditions, when traditional methods of political communication are unable to ensure effective interaction with citizens in the digital age. It is important to create mechanisms to protect the rights of citizens in the digital space, as well as to develop effective strategies to counter disinformation and cyber threats. Based on the analysis, the authors offer a number of recommendations for improving political education, particularly in the context of teaching citizens media literacy skills, developing critical thinking, and creating conditions for the safe and productive use of digital technologies in the political process. The need to develop new approaches to political communication that would take into account the speed of information exchange and the specifics of citizens’ interaction with the government through new digital platforms is emphasized separately.</p> T.I. The authors analyze the main elements of electoral and legal culture, such as the level of awareness of citizens, their attitude to electoral processes, participation in political life and awareness of their rights. Particular attention is paid to the relationship between electoral culture and the development of civil society, emphasizing the role of active citizens in ensuring democratic rights and freedoms. The article also considers theoretical approaches to the study of civil society, its institutions and functions in the context of electoral processes. An important part of the study is the analysis of modern challenges, in particular the impact of globalization, information technologies and political manipulations on the functioning of electoral and legal culture and civil society. The author focuses on the issues of disinformation, manipulation of electoral processes and political institutions, which are becoming especially relevant in the context of rapid changes in the global political landscape. One of the key tools for synchronizing efforts and mobilizing the resource potential of the European community is the preservation and development of cultural heritage. The significance of the cultural factor is also enshrined in key EU documents, including the EU Treaty and the Treaty on the Functioning. They emphasize the consolidation potential of culture, which contributes to the consolidation of universal еuropean values such as freedom, equality, democracy, and respect for human and civil rights and freedoms at the level of mass consciousness. In this context, the EU seeks to implement a systematic approach to shaping the content of cultural policy, constantly expanding the tools for its implementation in the current political reality. The key areas of implementation of the EU’s cultural policy according to the work plan (2023–2026) are the development of cultural and creative industries, promotion of political and cultural dialogue of civil society, empowerment in the implementation of the Green and Digital Transitions through the implementation of thematic cultural initiatives, intensification of political dialogue and cooperation with stakeholders. The implementation of these areas is facilitated by various EU initiatives aimed at engaging the creative potential and initiatives of the public in the development and implementation of the results of cultural creativity in the processes of strategizing sustainable development of the european community.
