The state standards of primary and basic secondary education, which define the requirements for the mandatory learning outcomes of education applicants among other things, state that the purpose of education is to develop natural abilities of children, their interests and talents, as well as the formation of competence The article theoretically justifies the formation of cognitive competence based on intellectual sphere of activity and characterizes awareness and knowledge of reality, possession of a certain set of The notion of cognitive competence is specified, and attention is focused on the fact that teaching students with impaired intellectual development must be built in such a way that the children becomes able to transfer the acquired knowledge, abilities, and skills to new situations, really master academic subjects and better understand the environment. The diagnostic of the state of formation of cognitive competence in schoolchildren with intellectual development disorders. The main characteristics of readiness for learning (its process and content), ability to self-assessment, the formation of skills to perform educational tasks in different conditions are outlined. The article presents the results of the study of the formation of cognitive competence of younger schoolchildren and young teenagers with intellectual disabilities and their normotypic age peers. The differences in the components of cognitive competence in two groups of schoolchildren have been revealed, and the necessity of specially organized educational process with the use of specific auxiliary means for students with impaired development to form key competences, in particular cognitive competence, has been substantiated. Defined the prospect of the study, which will be to find and scientifically justify the content, methods and means of learning, allowing to effectively improve the level of cognitive competence of children with intellectual disability.
