PRECONDITIONS AND STAGES OF HEALTH INFORMATICS PROFESSIONAL EDUCATION DEVELOPMENT IN CANADA

Abstract

The article analyzes preconditions and discusses chief stages of health informatics professional education development in the Canadian higher education system. It generalizes the specifics of computer technology penetration into Canada’s health care system and studies its impact on the formation of health informatics professional education as a pedagogical phenomenon in the Canadian educational setting. It is ascertained that a Pan-Canadian centralized policy of the health care system informatization launched at the beginning of the 2000s was one of the core factors in the rapid development of the system of health informatics professional training in Canada. Among preconditions for the appearance and development of health informatics professional education there are also the establishment of health informatics professional associations, interest in health informatics as a science, academic discipline for medical students and specialty, the cooperation of governmental, professional and educational institutions in search for ways to meet challenges of the popularization and spread of health informatics education, the financing of educational projects, etc. Based on the retrospective analysis of events related to Canada’s health care system computerization and the institutionalization of health informatics professional education in the Canadian higher education system, the research work has determined that the professional education of specialists competent in informatization of Canada’s health care system has moved through the following stages of development: 1) pre-institutional stage of arising health informatics education as a notion; 2) the stage of the formation of health informatics as a specialty in the higher education system; 3) the stage of outlining the strategy for health informatics education development; and 4) the present stage of development characterized by elaborating effective mechanisms for quality assurance of the health informatics professional training in the Canadian educational setting taking into account academic guidelines, professional standards and current requirements of the world and Canadian labour markets.
