TRAINING OF EXPERTS IN GENERAL SECONDARY EDUCATION: THE EXPIERENCE OF GERMANY, AUSTRIA AND SWITHERLAND

Abstract

The article is devoted to the problem of training experts in the field of general secondary education in Germany, Austria and Switzerland. It was clarified that in order to prepare experts in the field of general secondary education in universities and pedagogical institutes of the countries mentioned above, Master's educational programs were introduced, in particular, “School development and quality assurance” of the Free University of Berlin and “School development” of the Pedagogical Higher Schools in Weingarten, Vorarlberg, St. Gallen, Schaffhausen, Thurgau. It is noted that the Master's educational program “School Development” is an international joint project, that is, students studying on the basis of this program are from Germany, Austria and Switzerland; classes are held in different cities of these countries; Master's degree is internationally recognized; Associate professors from Germany, Austria and Switzerland teach the course; the documentation is common. It is emphasized that the prerequisites for training on the programs mentioned above are the availability of basic higher education and experience in the field of education from one to three years. It is noted that graduates of educational programs for training experts in the field of general secondary education should have knowledge and skills for the development of a comprehensive educational institution, personnel, educational process, expertise and quality assurance. Along with modules that have a theoretical orientation, also modules that have applied orientation are studied, including projects of expertise and management. The important skills students must have are the ability to develop an appropriate draft assessment in the field of education, as well as to complete a cost-benefit assessment proposal. It is emphasized that considerable attention in the programs is given to the acquisition of the skills necessary for empirical research and consultancy. It is determined that during the preparation of experts in the field of general secondary education the following is used: written work, questionnaires, case studies, video materials analysis, presentations, design of a portfolio. At the end of the training students defend their Master's work.
